Mandatory Track Safety Rules

1. A full faced helmet of approved standards, 2000 SA or better, must be worn with a chin strap firmly attached.

2. A racing neck collar must be worn, and if it comes off, you will be directed to the pits.

3. A heavy jacket or approved racing suit must be worn. (WKA Rule #115.4)

4. Gloves completely covering the fingers must be worn. No cut off fingers or open knuckles.

5. Clear or Amber shields are required on all helmets. Tinted or shaded visors are ONLY allowed until sunset.

6. High top shoes or boots are recommended.

7. Girls with long hair must have it in a ponytail and inside their jacket or helmet.


Procedural Flags


GREEN == Start of racing.

ROLLED BLACK==Warning…Next occurrence will result in black flag (disqualification).

BLACK == Immediately proceed to the pits for consultation. Failure to obey this flag will result in suspension, and loss of points for the season.

YELLOW == Slow down, CAUTION.  Raise one hand, stay in position, and do not pass unless directed by an official. Failure to do so can result in penalty or disqualification.

RED == Stop and shut off engine. You will be instructed by officials as to how to proceed. Failure to stop will result in disqualification and possible suspension.

BLUE WITH YELLOW STRIPE == (Passing flag) Move up and out of the way. You are about to be passed by faster competitor. Failure to obey will result in a black flag.

WHITE == One more lap.

CHECKERED FLAG == End of race.


General Rules


Caroga Creek Raceway will be governed by the WKA & Tobias rules including the following rules set forth by Caroga Creek officials and stated herein. The management at CCR may add or amend a rule if deemed necessary.

1. No driving through the pits at ANY time. Any violation will result in a suspension for a minimum of two (2) race events.

2. No alcoholic beverages will be allowed in the pit area.

3. All drivers will and must obey the flagger and flags.

4. Unsportsman like conduct will not be tolerated. This is to include language and/or obscene gestures. The driver will be responsible for all team members. No race team member, family or friends are to enter another teams pit area over a dispute. Report all problems to a track official. Anyone found in violation will be subject to disqualification, loss of track points and/or track suspension. If any fighting occurs on or off the track, violators will be asked to leave the raceway. It will be up to the owners as to when you can return.

5. Track Management will handle all disputes.

6. Children under twelve (12) must stay with parent or guardian.

7. Only drivers will receive points.

8. No one will be allowed to cross the track while racing is underway.

9. NO ONE ALLOWED on the track to warm-up if not signed in and insured with driver's pass.

10. NO ONE ALLOWED in the pits if not insured with a pit pass.


Procedural Rules


P1. All karts will be clearly identified with numbers in five (5) places.
  1. Front of kart.
  2. Right side of kart.
  3. Left side of kart.
  4. Rear of kart. (white plate & black number)
  5. Right side of helmet, (towards the back suggested).

Numbers in positions 1,2,3, & 4 will be a minimum of five (5) inches in height and of a CONTRASTING color from the kart body. Number must be a solid color. If your number is not legible to the scorers in the tower, you will be required to place a black number on a white panel measuring a minimum of six (6) by eight (8) inches securely attached to the kart. Failure to comply will result in the kart being prohibited from competing in the event. There will be no duplicate numbers in any one class. In the event that there are duplicate numbers in one class, preference will be given to the competitor finishing the highest in that class during the previous year.  

P2. Any new competitor will start at the rear of all heat races    and features for three (3) weeks.  The track will reserve the right to start any competitor in the rear of a race if it is felt to be in the best interest of safety.

P3. All karts are required to have a plastic tie installed on the spark plug wire measuring a minimum of six (6) inches in length. All karts entering the pits from the racetrack will be required to remove the spark plug wire from the spark plug even if they have an engine kill switch.

P4. Any competitor unable to compete in the first heat will start last in the second heat.

P5. If your kart becomes disabled, raise your hand and pull to either the infield or the pits.

P6. All areas of the track must be completely clear before racing will resume.  No pit crew members (family or friends) are to accumulate at the pit entrance or pit exit areas.



Driving Procedures


D1. All karts are required to maintain a consistent line while on the track. Deliberate blocking, bumping, chopping or actions considered to be rough riding in the opinion of any official will not be tolerated. THIS WLL BE STRICTLY ENFORCED. ANY VIOLATION MAY RESULT IN PENALTY OR DISQUALIFICATION. Continuous violations by a competitor can cause suspension from the track.

D2. If you spin another kart out you go to the rear with them. If the track feels it was done intentionally, the person that was spun may be put back to their position. This is at the discretion of the officials.

D3. If you purposely spin to bring out the caution, you will be disqualified.

D4. Three unassisted spins will result in a black flag.


Starting Procedures

S1. All karts will be in line prior to entering the track. If the kart is not in line, it will start in the rear. NO EXCEPTIONS!

S2. All starts will be made coming out of the fourth turn at the green cones. Any kart that jumps the start will be warned the first time and put to the rear on the second offense. This is at the discretion of the officials.

S3. Original starts will be double file. The first and second karts are to maintain an appropriate speed and keep even with one and other. Failure to do so will result in starting in the rear.

S4. All starts after half of the race has been completed will be single file.

S5. Restarts after a yellow will revert back to the last completed lap. If no laps are complete, the field will revert back to the qualifying order. Any karts involved in the caution will go to the rear. (WKA 106.15.5 Restarts)

S6. Officials will try to start the races double file before the halfway point. After two tries at a double file start, the third time will be single file. This is at the discretion of the track officials.


Red Flag Procedures

R1. During a red flag NOTHING is to be done to the karts. When directed, one person may go on the track to start the kart. Any work performed during a red flag will result in a DQ. Any work done to the kart during a yellow flag or a “hot pit” that driver will start last. There will be NO adding fuel on the track.

Scale Procedures

S1. THE TRACK SCALES ARE THE OFFICIAL SCALES.

S2. The kart will be weighed as it comes off the track, no adding of fuel.

S3. Only one person, besides the driver, will be allowed with the kart until it has crossed the scales.

S4. You must make weight after each heat race, failure to make weight will result in starting last in the next race.

S5. Any kart found light after the feature race will be disqualified and awarded last place points for the first offense and ‘0’ points the second offense.


Tech Procedures

T1. All karts must be safety teched before entering the track.

T2. For any change in driver, kart, or engine, the tech official must be notified.  Failure to do so will result in disqualification.

T3. Any kart losing a bumper or nerf bar, or either of those parts appear to be coming loose, will be black flagged or disqualified.

T4. The track reserves the right to perform spot tear downs to ensure legality of all entrants. Failure to submit to a tech inspection will result in suspension for 2 race events and loss of all points accumulated. (refer to WKA RULE #5114.6)

T5. No heated blankets on tires before the race!

Tech Procedures:

When registering for a race at Caroga Creek Raceway you are doing so with the understanding that we have the right to tech any and all parts of the kart and motor under the WKA, Tobias Slingshot and CCR rulebooks. The purpose of tech is to keep the playing field even and insure the legality of all who compete at our track.

*When called to the tech shed, ONE person is allowed with the kart in the tech and holding areas.

**Nothing should be taken off the kart without the explicit instruction from the tech officials.

***The tech official & managements decisions are FINAL.

Any Parts Found Illeagal Will Be Confiscated By C.C.R.










Penalties:

Illegal Fuel: 1st offense…last place points & no throwaway
                 2nd offense…’0’ points & no throwaway

Illegal Motor / Parts: ‘0’ points & no throwaway

Protests

All protests will be submitted within fifteen (15) minutes after the completion of a race, to track officials. The driver of a kart that completed the protested race may only make a protest. (For Junior classes a parent or guardian may do this).

A $25.00 fee will accompany all protests with the exception of an engine protest.  This fee is non-refundable. A fee of $75.00 will accompany all engine protests. The protesting kart will be teched FIRST. Any kart found to have an engine violation, engine being all items covered in section #701 of the WKA Manual "4 Cycle Technical Inspection", will receive ‘0’ points for the night and will not be able to use that race for a throwaway.

One person, to represent the kart, driver, owner, or mechanic will accompany the kart to the tear down area and disassemble as required the kart to be inspected. 

Engine legalities will be determined by the track technical inspector and be judged by the WKA Technical Manual.  It will be teched against WKA rules.  Judgment of the technical inspector will be final.  If the protested engine is found to be legal, the owner will receive the $50.00. Regardless of the legality, the remaining $25.00 will be going to the track.

Kart Safety

1. All nuts and bolts on the steering and brake components must be safety wired or keyed with cotter pins.

2. All weights must be securely attached with at least 5/16" bolts and 2 nuts. These must be safety wired or pinned with cotter pins as well.   

3. Gas class to Junior 1 require full rear bumpers.

4. NO aluminum bodies. All bodies must be made of plastic or fiberglass. If the kart has a full nosepiece, there will be no bumpers protruding in front of the nose.

5. No protruding bars will be allowed.

6. All bumpers and nerf bars will be securely bolted or pinned to the frame.

7. All karts will have brakes, which must function properly.  NO scrub type brakes will be allowed.

8. With the driver seated in the kart, the steering wheel must not extend above the line of sight of the driver.

9.  All mufflers and exhaust pipes must remain inside of the rear bumper.  The bolts holding the exhaust pipe to the motor MUST BE SAFETY WIRED. A RLV 91 muffler is mandatory in all classes.

10.  A BLACK flag will be displayed to any kart which is deemed to be a risk to the other drivers.

11. Cage Karts and Slingshots will have mandatory fire suits, arm restraints, and five point harness. Fire suit must be rated SFI 3.2 A / 1  or better.

Race Day Procedures

1. Sign in before entering the pits. Draw for your starting position at the designated sign-in booth.

2. Have your kart ready for safety tech inspection. No kart will be allowed on the track unless it has been checked for safety as per track and WKA safety rules.

3. All drivers must attend the MANDATORY driver's meeting.

4. Have karts ready for warm-ups. Warm-ups will proceed onto the track single file. Remember these are warm-ups not races.

5. NO ONE ALLOWED on the track to warm-up or race if not signed in and insured with a driver's pass.

6. NO ONE ALLOWED in the pits if not signed in and insured with a pit pass.

7. When entering the track, enter on the extreme high side and maintain that position. Pick up speed and merge with the other karts. Watch the flagger for instructions.

8. When exiting the track, move to the extreme outside, slow down and raise your hand to alert other drivers. Once onto pit road, remove the plug wire from the spark plug.

9. Have your kart in line in the staging area. If the kart is not in line as the field goes onto the track, you will start at the rear of the field.

10. If there are enough karts four (4) which sign in for a class that doesn't regularly compete, the track has the privilege of starting a new class.

11. All karts must register by 6 P.M. or you will be placed in the lineup as you arrived after 6 P.M. If you are on your way and stuck or delayed, please call ahead and we will draw for you.

Race Handicap System

1. Sign in register book to secure your kart number for the season. (One time only) for each class you enter. No duplicate numbers

  Heat One- starting position will be from the draw at sign in.

  Heat Two- The second heat will be the reverse of how you started the first heat.

  Feature- Start according to the average of the finishes in heats one and two. A tie in starting position for the feature goes to the lowest draw at the gate. Points will be awarded ONLY for the feature.

Classes

Stock Novice (Ages 5-7)

1. A gear rule will be strictly enforced as follows: max-torque fun kart clutch Part # sp1334 (13 tooth sprocket) on engine. A 62 sprocket on the rear axle and the rear tires will have a    maximum circumference of 34 inches. NO jackshafts will be allowed. The only engine clutch allowed is part # sp1334 (13 tooth sprocket)

2. Treaded tires, slicks, and grooved slicks can all be run in this class.

3. The pipe rule is as follows: .875 inside diameter +/- .010 the pipe must be 12" long from the flange to the end of the pipe without the muffler on with no stages. RLV muffler must be run

4. Engine monitoring devices (tack or temp gauge) will be allowed.

5. Unleaded pump gas only. No race fuels, additives or methanol.

4 Cycle Speedway Ages (WKA)

Slingshot Rules

These rules are meant to be a guideline for NON- Tobias sanctioned weekly events at CCR. In the event something is not covered in these rules you should be directed to the Slingshot by Tobias Rule Book for clarification.  Any questions should be directed to the lead tech inspector or race director before competition.

All cars must be used as supplied by the manufacturer, Speedway Entertainment

Tires must meet the following minimum Durometer readings:

           16-650 and 18-950-60 reading

           18-850 – 55 reading

Absolutely no tire softener or treatments.

No grooving / siping is allowed. Only stock grooves are permitted. Grooves must remain stock width. Sanding / grinding of tires is permitted.

Right rear tire must meet the following minimum air pressures, checked before the event.

           18 lbs. minimum for 760 lbs. weight minimum

           12 lbs. minimum for 790 lbs. weight and above **Must have 790 lbs decal above right rear tire.

Aluminum right rear wheel is mandatory and may only be run on the right rear. Steel wheels must be run on the LR, RF, and LF. Two sizes are legal for the left rear, 7” and  5 3/8”, No welding reinforcements on any wheel.

No cutting or welding of the front axles, Maximum caster 5 degrees. Axles must be purchased from an authorized Slingshot by Tobias Dealer and manufactured by Speedway Entertainment.

**Old style 2001 – 2003 bodies will be legal through the 2010 season.

**All engines Must have the NEW TOBIAS Electronic Seals for 2009…No others will be allowed!!!

All engines are to remain sealed.

Any missing or tampered seals will result in disqualification with no points or prize money awarded.

Absolutely no modifications to the engine.

No oil additives

No fuel additives, including fuel / top- end lube

**Fuel will be checked by water AND HYDROMETER to insure legality…Fuel Must Be Clear Prior To Testing!


Carburetor must remain stock appearing, without any external modifications.

Absolutely no metal can be removed. Air bleeder holes and jet size may be made out of aluminum, but they must match “stock” dimensions. Nothing is permitted to improve airflow through the carburetor. Stock butterflies and screws must be used.

Slingshot approved mufflers are mandatory for all Slingshot events, with mufflers attached to the end of the exhaust pipe.  No modifications. All exhaust must go through the muffler for the entire event or the car will be black flagged and disqualified.

Clutch is to remain as supplied with no modifications to drum drive or shoes. 10-tooth #40 chain is mandatory.

Safety – All slingshots leaking alcohol or excess oils will be pulled over on the track to be inspected in order to resume racing.

Rule Infraction Penalties:

Illegal Fuel: 1st offense…last place points & no throwaway

                 2nd offense…’0’ points & no throwaway

Illegal Motor / Parts: ‘0’ points & no throwaway 1st Offense   

Payouts:

50% of the Entry fee will go toward total purse.

Age Limit:

Age 13 & up, exceptions for under 13, needs a total of 2 years experience in racing.

This will be at the managements’ discretion.

Insurance Information and Rules to Follow

1.  All accidents must be reported to the track before leaving the racing grounds.

2. All forms should be filled out AS SOON AS POSSIBLE. EMT forms must be filled out the same day as the accident.

3. The injured parties insurance will cover first, then the track's insurance will take over.

4. Send medical bills in as soon as possible. 

5. Races cannot be conducted without an ambulance or qualified emergency Medical Technician (EMT) on the grounds.

**In The Event of an Accident on the Track**

NO ONE (parent or crew) is to touch any driver until the EMT and track officials have attended to the injured driver.

Raceday Awards

The first three (3) in each class will be awarded trophies, provided that there are at least four (4) entries in that class.

If there are only three (3) entries in a class then only the 1st place trophy will be awarded. Each trophy winner has the option of taking a gift certificate instead of the trophy. The gift certificate can be used toward a future entry fee in the pit area.

The following classes will be running for 50% payback every week: JR 2 Pro, Stock Lite, Stock Medium, Stock Heavy, Senior Champ, 2-Strokes and Slingshots. The entry fee for these classes will be $30.00 per entry.

End of the Season Awards

The first five (5) in each class will be given awards. The awards will be based on points accumulated throughout the season.  You must race in at least 1/2 of the point shows to be eligible for the season ending awards. These awards will be given out at our annual banquet after the season ends.
